My lord we have had an increased number of sightings along the coast and in the deeper reaches of the ocean of unknown vessels. There is many miles of coast south of the Lune unclaimed by us or Gondor. I believe the peoples of those lands may be the sailors of these vessels. I would also report some human villages have been raided by these pirates and it is only a matter of time before they sail right into the Gulf of Lune. if we are bottled up in here no elf could leave for the west and our food supplies would be threatened. I would suggest we send out a fleet to deal with these pirates before they become a problem.
Yes:

The pirates have continue to grow in power and have become increasingly bold! they have a fleet ready to sail into the gulf as we speak we must rally any boat able to fight and meet them before they enter the harbor! The scout ships report they are being lead by a ship with black sails and that can not bode well for us. Our navy is ready by it could be very costly in lives and ships to meet them in battle. we do not know if they are sailing north or plan to land south of us but they are coming closer to the lune every moment.
Yes:
25% chance for horrible defeat -700 population from every elven settlement and half stack fleet spawns in the gulf of lune.
10% chance for total victory and increased happiness in all elven settlements and 3000 gold loot from pirates.
15% chance for partial victory 1000 gold loot from pirates

The three White Towers of the tower hills lay mostly empty. they were a gift to the kingdom of Arnor and meant to be a place of rest for both man and elf. I would suggest we reuse these places and use it as a tool to help the men of middle earth to retake their lost kingdoms and topple the evil that still infests the land. Men can be greatly inspired by the lore of old and the presence of powerful elves like the Noldor. we could have them use Elostirion the tallest of the three to help inspire men and even our own people to look back to the east.
Yes: 500 gold cost, increased relationship with Bree, Blue Mountain Dwarves, and the northern rangers. Grey Heavens gets "Elostirion" -the tallest of the three towers that stood on the Tower Hills.- +1 population growth +40 Line of sight

One of the white towers now abound with life, The men that are called rangers come in great numbers to look deep into the west and then back to the east. This renews their resolve but they seem to lament over the lost beauty of the northern lands. Many wars and destructive forces have left the lands bereft of barren. The Nandor feel deeply the loss of the land and have come to us wanting to make it green once more so men could see what was lost so long ago in these lands. They would like to take a number of their people to one of the Towers and meet with men hobbit and even dwarf to talk and lay plans to give a rebirth to the lands.

All but one of the towers now hum with activity and there is only one group of elves left to inhabit it. The Sindar are mighty warriors and skilled archers the people of the north could benefit much from what the few Sindar here could teach them of the art of war. The tower could also be a central location to organize the war effort against sauron. There are many strong Sindar that have come forth willing to train anyone that would want to in the art of the blade and bow.

We have done much on the waves and Ulmo however reclusive has blessed many boons and victories. I suggest we build a shrine to Ulmo to show our respect to his power and his gifts to us. Many elven craftsmen are eager to ply their trade once again and this could be a way to provide the a work they could pour themselves into.
Yes: -3000 gold and wait 16 turns until giving Forlindon "Ulmo's Shrine" -This is not only a shrine but a great tower devoted to the power of Ulmo. it was built in respect of this power and to the many gifts he has given the elves over the ages.- +3 experience to all ships trained here.
No: 25% damage to all harbors in the Gulf of Lune and mild unrest in all elven settlements
